From 1 July 2026 federal conveyance allowance is Rs 2,678 a month for BPS 1 to 4, Rs 2,898 for BPS 5 to 10, Rs 4,284 for BPS 11 to 15 and Rs 7,500 for BPS 16 and above. This is a 50% rise, notified by the Finance Division on 21 July 2026, and the first change since 2014 for BPS 1 to 15 and since 2012 for BPS 16 and above. Disabled employees also get a special conveyance allowance of Rs 10,000.

The special conveyance allowance is paid on top of the normal allowance to employees declared disabled by a competent medical board.
Who gets conveyance allowance
Conveyance allowance is paid to civil servants at every station, not only in big cities. The Finance Division order of 4 July 2011 made it admissible "irrespective of their place/station of duty", excluding those allowed monetised transport or a transport facility.
Officers in BPS 20 to 22 get the BPS-16 rate only if they neither use free official transport nor draw monetisation of transport, under the order of 1 October 2013. Tick the official vehicle box in the calculator if that applies to you, and the allowance drops to zero.
The special conveyance allowance for disabled employees is not paid during leave of any kind except medical leave up to one month or casual leave, under the Finance Division order of 4 July 2023.
Worked example: arrears for a BPS-9 employee
A BPS-9 clerk drew Rs 1,932 a month in July, August and September 2026, because the new rate reached the payroll late.
- New rate for BPS 5 to 10: Rs 2,898.
- Increase: 2,898 minus 1,932 = Rs 966 a month.
- Arrears for three months: 3 x 966 = Rs 2,898.
- From then on the allowance is Rs 34,776 a year.
For BPS-16 and above the rise is Rs 2,500 a month, or Rs 30,000 a year. Conveyance allowance is taxable, so it goes into your taxable salary; the government salary calculator shows the effect on take-home pay.

News reports put the KP rate for BPS 1 to 4 at Rs 2,677, one rupee less than the federal Rs 2,678; 1,785 plus 50% is 2,677.50, so the difference is rounding. Check your own slip.

Until 2012 the top band covered BPS 16 to 19; officers in BPS 20 to 22 got it only without an official vehicle. From 1 October 2013 they get the BPS-16 rate if they have neither free transport nor monetisation. The 2014 order raised only BPS 1 to 15, by 5%.

Is conveyance allowance increased by 50%?
Yes. The Finance Division order of 21 July 2026 raised it by 50% of the existing amount for BPS 1 to 22, on existing terms and conditions, from 1 July 2026. Punjab, Sindh and KP announced the same rise for their employees.
Is conveyance allowance taxable in Pakistan?
Yes. Conveyance allowance paid in cash is part of taxable salary. Only medical allowance up to 10% of basic pay is exempt among the usual government allowances.
