On a PTCL package of Rs 3,299 a month with tax, Rs 430.30 is advance income tax and Rs 468.11 is sales tax. The package itself costs Rs 2,400.58. Over 12 months the advance tax comes to Rs 5,163.65, and a filer can set that against the year's income tax using the PTCL tax certificate, also called the withholding tax certificate.
PTCL quotes its internet prices with tax included, while Nayatel, StormFiber and most other companies quote a price "+ tax". Pick the price type you have, choose where the connection is, and the calculator shows both taxes, the full monthly bill and the advance tax for the months you enter.
How tax on an internet bill is worked out
Two taxes are added to a broadband package, one after the other.
- Sales tax or FED, 19.5%. The province charges sales tax on internet services. In Islamabad the same 19.5% is federal excise duty. It is worked out on the package price.
- Advance income tax, 15%. Section 236 of the Income Tax Ordinance makes the internet company collect 15% of the amount of the bill. The bill at that point already includes the sales tax, so the 15% is worked out on package plus sales tax.
Example: a package quoted "+ tax"
Nayatel's 40 Mbps package in Islamabad is Rs 2,350 a month + tax (price on 13 October 2026).
- FED: Rs 2,350 × 19.5% = Rs 458.25
- Bill with FED: Rs 2,808.25
- Advance income tax: Rs 2,808.25 × 15% = Rs 421.24
- Monthly bill: Rs 3,229.49
- Advance tax over 12 months: Rs 5,054.85
So a price "+ tax" goes up by about 37.4%: 1.195 × 1.15 = 1.37425.
Example: a price that already includes tax
PTCL's up to 20 Mbps unlimited package is Rs 3,299 a month with tax. Divide by 1.37425 to get the package price before tax.
- Package before tax: Rs 3,299 ÷ 1.37425 = Rs 2,400.58
- Sales tax: Rs 2,400.58 × 19.5% = Rs 468.11
- Advance income tax: Rs 2,868.70 × 15% = Rs 430.30
Of the Rs 3,299, Rs 898.42 is tax, about 27.2% of what you pay.
Tax on internet bills by province, 2026-27
The same rates apply to fixed broadband (PTCL, Flash Fiber, Nayatel, StormFiber, Transworld, Wateen and others) and to internet on 4G devices from mobile networks.

| Azad Kashmir | sales tax | 19.5% | 15% | 15% | 37.4% |
- Filer or not, the rate is 15%. Rule 10 of the Tenth Schedule keeps section 236 out of the doubled rates for people who are not on the Active Taxpayers List.
- 75% for people named by FBR. A person listed in an Income Tax General Order under section 114B pays 75% advance tax until they file their return.
- Exempt customers. Section 236(4) excludes the Government, foreign diplomats and diplomatic missions, and anyone holding a Commissioner's certificate that their income for the year is exempt. Give the certificate to your internet company to have the advance tax removed.
- Landline calls are taxed differently. A PTCL landline carries 10% advance tax only on the part of the monthly charges above Rs 1,000, not 15%.
- Merged tribal districts. PTCL says advance tax now applies in the former tribal areas of Khyber Pakhtunkhwa and Balochistan, because the exemption ended on 30 June 2026.
- Gilgit-Baltistan. Mobile networks charge neither tax on SIMs used there.

PTCL's bundles include free minutes and Shoq TV. The split above treats the whole price as internet. If your bill lists the TV or calls separately, those lines can carry different tax. For any other company or package, enter the price in the calculator.
PTCL tax certificate: how to get it and use it
The advance tax on your internet bill is not lost. It is adjustable, so it counts as income tax you have already paid for the year. To claim it you need the certificate showing how much was collected.
PTCL
PTCL says you can get the certificate for the advance income tax collected on your bills by logging in to its Customer Portal (Customer Sign In on PTCL's website), or by visiting your nearest PTCL sales and service centre. The PTCL helpline is 1218. Ask for the tax year you are filing for: the certificate for tax year 2026 covers July 2025 to June 2026.
Nayatel
Nayatel emails tax certificates to your registered email address. You can also log in to its customer portal and open Billing, then Tax certificate, then Tax Details, and choose the service and year.
Other companies
StormFiber, Transworld, Wateen and the mobile networks collect the same advance tax. Ask through their customer portal or helpline for the certificate for your tax year.
Entering it in your return
- In your return on FBR's IRIS portal, add the amount as advance tax collected under section 236 on internet bills.
- It is set off against the tax you owe for the year.
- If the tax collected is more than the tax due, for example because your income is below the taxable limit, the extra can be claimed as a refund under section 170 after you file.
The sales tax or FED part of the bill cannot be claimed back by a household. Only the advance income tax line is adjustable. For prepaid mobile balance, see the mobile load tax calculator, and for your salary tax, the salary tax calculator.
Why a PTCL bill looks higher than the package price
- Taxes on a price quoted before tax. Sales tax and advance tax together add 37.4% to a package price that excludes tax. A Rs 3,000 + tax package becomes Rs 4,122.75 a month.
- Landline charges. Line rent and calls on a PTCL phone line are billed on the same account, with their own sales tax and the 10% advance tax on charges above Rs 1,000.
- One-time and extra charges. PTCL lists internet installation at Rs 2,499 on an existing phone line and Rs 3,500 with a new line. Data beyond the fair usage limit is sold as extra volume buckets.
To see your actual bill, use PTCL's Bill Details page with your landline number or billing account ID, or PTCL's app. This calculator shows how the tax on a package is made up, not your account balance.
Internet bill tax questions
How much tax is on a PTCL internet bill?
About 27.2% of a PTCL bill is tax. On Rs 3,299 a month, Rs 468.11 is sales tax and Rs 430.30 is advance income tax. The rates are 19.5% sales tax or FED on the package and 15% advance tax on the package plus sales tax. They are the same in every province, Islamabad and Azad Kashmir.
What is the PTCL 20 Mbps unlimited package price with tax?
PTCL lists its up to 20 Mbps unlimited package at Rs 3,299 a month including all taxes (price on 13 October 2026). Before tax the package is Rs 2,400.58. Installation is extra: Rs 2,499 on an existing phone line or Rs 3,500 with a new line.
Is the tax on my internet bill adjustable?
Yes, the 15% advance income tax is adjustable. Add the amount from your tax certificate to your income tax return as tax collected under section 236, and it reduces the tax you owe for the year. The 19.5% sales tax or FED is a tax on the service and cannot be claimed back.
How do I download my PTCL withholding tax certificate?
Log in to PTCL's Customer Portal through Customer Sign In on the PTCL website, or visit a PTCL sales and service centre, and ask for the certificate for the tax year you are filing. The certificate shows the advance income tax collected on your bills for that year. PTCL's helpline is 1218.
Do non-filers pay more tax on internet bills?
No. Filers and non-filers both pay 15%, because section 236 is left out of the doubled non-ATL rates. Only a person FBR has named in a general order under section 114B pays more: 75% of the bill, until they file a return.
Can I get the internet tax refunded if my income is below the taxable limit?
Yes. Enter the advance tax from your certificate in your return. If your income tax for the year is nil or less than the tax already collected, the difference is refundable: apply for the refund on IRIS under section 170 after filing. On a Rs 3,299 PTCL package that is up to Rs 5,163.65 a year.
qaaf is not linked to PTCL, Nayatel or any internet company. Your bill is the final figure, and a company may round each line to the rupee. Rates are for 2026-27, in force from 1 July 2026.
