Apostille or ordinary attestation?
The apostille is for documents going to a country that has joined the Hague Apostille Convention, such as the UK, most of Europe, the USA and many others. The receiving country accepts the apostille without an embassy stamp.
Ordinary attestation is for countries outside the Convention. MOFA stamps the document free of charge, and then that country's embassy in Pakistan legalises it for its own fee. Ask the employer, university or embassy which one they need before you apply: paying for an apostille that the destination does not accept wastes Rs 3,000 a document.
Worked examples
Student going to Europe. HEC-attested degree and transcript, then apostille: 2 x Rs 3,000 = Rs 6,000 at MOFA, on top of Rs 6,000 at HEC. Total Rs 12,000.
Family moving abroad. Degree, transcript, nikah nama and two children's birth certificates, all apostilled: 5 x Rs 3,000 = Rs 15,000. A power of attorney left for a brother is a legal document: Rs 4,500. Rs 19,500 in all.
Exporter. A certificate of incorporation and an export contract are commercial: 2 x Rs 12,000 = Rs 24,000.
Worker going to a country outside the Convention. Ordinary attestation of a degree and a driving licence: Rs 0 at MOFA, plus revenue stamps and the embassy's own fee.
Before MOFA
MOFA attests only documents already verified by the issuing authority. Degrees need HEC attestation first, matric and intermediate certificates need the IBCC. Family documents such as the FRC should be recently issued. Commercial documents also need verifying by the body that issued them, so ask MOFA which verification your document needs before you go.
MOFA has offices in Islamabad and camp offices in Lahore, Karachi, Peshawar, Quetta and Gujrat. For the apostille you can walk in, book online or send documents through an authorised courier company, which charges its own fee.

Do I need HEC attestation before MOFA?
Yes, for degrees and university transcripts. HEC now charges Rs 3,000 per document through its online system, and MOFA then attests or apostilles the HEC-attested document.
