The HEC degree attestation fee is Rs 3,000 per document from 11 May 2026. Each degree, transcript, provisional certificate and HEC equivalence letter counts as a separate document, so a degree with its transcript costs Rs 6,000.

What changed in May 2026
HEC moved degree attestation fully online on 11 May 2026. You upload scans of your CNIC and documents, HEC checks them with NADRA and your university, and you download an e-Attestation Certificate from your account. No office visit and no courier are needed.

The fee tripled, but the old system's travel, courier and university verification costs are gone.
Worked examples
BS graduate going to the Gulf. Degree and transcript: 2 x Rs 3,000 = Rs 6,000.
MS holder applying for a job abroad. BS degree and transcript, MS degree and transcript: 4 x Rs 3,000 = Rs 12,000. Under the old system the same four originals cost Rs 4,000.
Result not yet out. A provisional certificate and transcript: Rs 6,000 now. The final degree will need its own Rs 3,000 later, so if it is due within weeks it may be cheaper to wait.
Foreign degree holder. The HEC equivalence letter is attested as a document at Rs 3,000.
After HEC
For use abroad, most countries then want the Ministry of Foreign Affairs to attest or apostille the HEC-attested document. MOFA charges nothing for ordinary attestation and Rs 3,000 per educational document for an apostille. See the MOFA attestation fee calculator.
Matric and intermediate certificates are not attested by HEC. They go to the IBCC, and foreign school qualifications need an IBCC equivalence. Employers who ask for a percentage from a CGPA can use the CGPA to percentage tool.

Under the new system HEC verifies the degree with the university as part of the Rs 3,000 fee, so there is no separate university verification charge to pay. Employers abroad may use their own paid verification service, which is separate.

Do I still send original documents to HEC?
