A BPS-17 officer starts on a basic pay of Rs 54,140 a month in 2026-27. The annual increment is Rs 4,110, and the scale tops out at Rs 136,340 after 20 increments. With allowances, a new federal officer posted in a big city draws a gross salary of Rs 73,928 and takes home about Rs 65,471 a month.
The scales are the Basic Pay Scales 2026 in the Finance Division order of 21 July 2026, which covers civil employees of the federal government paid from civil and defence estimates. Punjab, Sindh and Khyber Pakhtunkhwa adopted the same scales and the same 7% allowance from 1 July 2026 through their own Finance Department notifications. Worked example: BPS-17 at stage 5 in Islamabad
An officer has had five increments since joining in BPS-17 and is posted in Islamabad, a big-city station for house rent.
- Basic pay: Rs 54,140 plus 5 increments of Rs 4,110 = Rs 74,690.
- Ad hoc Relief Allowance 2026: 7% of basic pay = Rs 5,228.
- House rent allowance: 45% of the BPS-17 minimum in the 2008 scale (Rs 9,850), plus 50% = Rs 6,650.
- Conveyance allowance Rs 7,500 and medical allowance Rs 1,848 (the rate for officers appointed after 2011).
- Gross pay: Rs 95,916.
- Deductions: GP Fund Rs 6,350, benevolent fund Rs 960 and group insurance Rs 1,090.
- Income tax: the medical allowance is exempt because it is below 10% of basic pay, so taxable pay is Rs 94,068 a month. Tax on twelve months of it is Rs 5,288 for the year, or Rs 441 a month.
- Take-home pay: Rs 87,075.
On 1 December the sixth increment lifts basic pay to Rs 78,800. ARA-2026 rises with it, and take-home pay goes up by Rs 4,354 a month after the extra tax.
How BPS-17 pay changed from 2025-26
Up to 30 June 2026 BPS-17 ran from Rs 45,070 to Rs 113,470 with an increment of Rs 3,420. On top came ARA-2022 (15% of BPS-2017 pay) and ARA-2025 (10% of BPS-2022 pay). From 1 July 2026 both allowances were merged into basic pay, which is why the new minimum of Rs 54,140 is about 20% higher.
Every officer moved to the same stage of the new scale. At stage 5 the old basic pay was Rs 62,170, with ARA-2025 of Rs 6,217. The new basic pay is Rs 74,690, plus ARA-2026 of Rs 5,228.
Two allowances changed as well. Conveyance allowance for BPS 16 and above went from Rs 5,000 to Rs 7,500. House rent and medical allowances stayed frozen. Federal officers who already draw the Disparity Reduction Allowance also got DRA-2026 at 15% of their basic pay on 30 June 2022. Benevolent fund and group insurance follow slabs of basic pay, so they step up as pay rises. Group insurance is deducted from BPS-17 upwards; for lower scales the Finance Division pays it.

A new federal BPS-17 officer in a big city gets a gross salary of Rs 73,928 a month: basic pay Rs 54,140, ARA-2026 Rs 3,790, house rent Rs 6,650, conveyance Rs 7,500 and medical Rs 1,848. Take-home pay is about Rs 65,471. At the maximum of the scale the gross is Rs 161,882.
What is the initial and maximum basic pay of BPS-17?
The initial basic pay is Rs 54,140 and the maximum is Rs 136,340, reached after 20 annual increments of Rs 4,110. In the 2022 scale the same figures were Rs 45,070 and Rs 113,470.
How much is the annual increment in BPS-17?

How much income tax does a BPS-17 officer pay?
Very little at the start. On the 2026-27 salary slabs a new officer in a big city pays Rs 221 a month, because only the pay above Rs 600,000 a year is taxed and the first slab is 1%. At stage 10 it is Rs 2,266 and at the maximum Rs 7,104 a month.
How much did BPS-17 salary increase in 2026-27?
The new money is ARA-2026 at 7% of basic pay, Rs 3,790 at the minimum, and conveyance allowance rose from Rs 5,000 to Rs 7,500. The 20% jump in basic pay mostly replaces ARA-2022 and ARA-2025, which stopped on 30 June 2026.
