A new BPS-7 employee of the federal government gets Rs 19,590 basic pay a month in 2026-27. With allowances the gross is Rs 27,743 in a big city and Rs 26,948 at other stations, and take-home pay is Rs 25,763 or Rs 24,968. There is no income tax on BPS-7 pay until stage 21, and even at the maximum of Rs 52,590 it is Rs 116 a month.
The scale has 30 annual increments of Rs 1,100, added each 1 December. Punjab, Sindh and Khyber Pakhtunkhwa use the same BPS-2026 basic pay and 7% ARA-2026; their own orders set some allowances and deductions, so check those lines on your slip.
House rent and conveyance for BPS-7
| Allowance | Rule for BPS-7 | Per month |
|---|---|---|
| House rent, big city | 45% of the 2008 BPS-7 minimum (Rs 3,530), plus 50% | Rs 2,384 |
| House rent, other station | 30% of the same minimum, plus 50% | Rs 1,589 |
| Government-owned house | No house rent; 5% of basic pay deducted as rent | Nil |
| Conveyance | Flat rate for BPS 5 to 10 (was Rs 1,932) | Rs 2,898 |
| Medical | Fixed amount for BPS 1 to 15 | Rs 1,500 |
The big-city rate applies in Islamabad, Karachi, Lahore, Peshawar, Quetta, Rawalpindi, Hyderabad, Multan and Faisalabad. House rent is tied to the old 2008 minimum, not to today's pay, so it does not rise with increments. The rent deduction is waived in a government-owned house only for BPS 1 to 5, so a BPS-7 employee living in one pays it.
Conveyance goes by bands: BPS 1 to 4 get Rs 2,678, BPS 5 to 10 get Rs 2,898, and it jumps to Rs 4,284 at BPS-11. It is not paid to anyone with an official vehicle or transport monetisation. Both rates are explained further under house rent allowance federal government employees and conveyance allowance for federal government employees.

Tax first appears at stage 21, when twelve months of taxable pay pass the tax-free Rs 600,000: Rs 10 a month in a big city and Rs 2 elsewhere.
Worked example: a new BPS-7 employee outside the big cities
- Basic pay at the minimum: Rs 19,590
- ARA-2026, 7% of basic pay: Rs 1,371
- House rent at 30%: Rs 1,589
- Conveyance Rs 2,898 and medical Rs 1,500
- Gross pay: Rs 26,948
- GP Fund Rs 1,500 and benevolent fund Rs 480; no group insurance and no income tax
- Take-home pay: Rs 24,968
Why two increments can give different take-home pay
The first increment on 1 December adds Rs 1,177 to gross pay, and all of it reaches take-home pay. The second adds the same gross, but take-home pay rises by only Rs 1,129. Basic pay has crossed a benevolent fund slab, so that deduction goes up from Rs 480 to Rs 528. The fund deducts by slabs of basic pay until it reaches Rs 960.
