Domicile Fee in Punjab, Islamabad, KP and Sindh

The domicile fee in Punjab is Rs 200 per certificate, paid online when you apply at an e-Khidmat Markaz. Islamabad also charges Rs 200. In Khyber Pakhtunkhwa you deposit Rs 200 at the National Bank and pay Rs 20 for the form, and in Karachi the total charges are Rs 600.

Every applicant needs a separate certificate, so enter how many people are applying. Add stamp paper and attestation costs under your other costs.

Domicile certificate fee by province

The fee is the same for students, job applicants and families. Check the amount printed on your challan or receipt before paying, as a district may add a form or processing charge.

Who can get a domicile, and where

A domicile certificate is issued under rule 23 of the Pakistan Citizenship Rules 1952. The district authority must be satisfied that you have lived in the district for at least one year and intend to live there permanently. You apply in Form P with an affidavit, and the certificate is issued in Form P-I.

In practice you apply in the district where your permanent address is. Your CNIC address is the starting point, and the office may ask for property, rent or school records to confirm it.

Punjab

Apply at the e-Khidmat Markaz in your district. The Rs 200 fee is paid online as part of the application. Bring your original CNIC (or B-form for a child, with a parent's CNIC), proof of residence in the district and an affidavit. Ask the centre for its document checklist before you go, as some districts want extra papers.

Punjab domicile is asked for in provincial government jobs, quota seats in universities and some scholarships, so apply before the admission or job deadline.

Islamabad, Khyber Pakhtunkhwa and Karachi

Islamabad. Rs 200 at the ICT Citizen Facilitation Centre, ready in about 7 days. Your CNIC must be at least one year old, and you need proof of residence in Islamabad at least one year old (allotment letter, registry, lease with the owner's CNIC copy, or a union council certificate) and a utility bill for that address. You must appear in person with the originals. If your CNIC shows a second address elsewhere, bring an NOC from that district.

Khyber Pakhtunkhwa. Deposit Rs 200 in the National Bank and buy the form for Rs 20. Submit the attested application, an affidavit, the paid challan, two photographs, your matric certificate and your parents' CNICs. The Deputy Commissioner's office verifies through the patwari and police station, and you collect the certificate in 5 to 7 working days.

Karachi. The Commissioner Karachi's domicile service states total charges of Rs 600 and issue within three working days. Ask for an itemised receipt.

Worked examples

Student in Multan applying for a university quota seat. One certificate: Rs 200. With an affidavit on stamp paper and photocopies costing, say, Rs 300, the total is Rs 500.

Family of five in Peshawar. Five certificates at Rs 220 (fee plus form) = Rs 1,100.

Couple in Karachi. Two certificates at Rs 600 = Rs 1,200.
