A 500 unit electricity bill in Pakistan is about Rs 30,048 on September 2026 rates for a non-filer with a 2 kW load. If the name on the connection is on FBR's Active Taxpayers List, it is about Rs 27,952.

The gap is income tax. At 500 units the bill passes Rs 25,000, which is the point where non-filers pay 7.5% extra.

Income tax at 500 units

Before income tax the bill is Rs 27,951.66. Section 235 of the Income Tax Ordinance charges 7.5% on domestic bills of Rs 25,000 or more for people not on the Active Taxpayers List. It applies to the whole bill, including GST, so the tax is Rs 2,096.37.

Filers on the ATL do not pay it. The connection must be in the filer's name for the exemption to show on the bill. Changes made by Finance Act 2026 to this section were not verified, so check your bill's income tax line.

What unit 501 costs

At 501 units every unit moves to Rs 40.22 and the fixed charge jumps from Rs 500 to Rs 675 per kW.

Why is there income tax on my 500 unit bill?
