What the Finance Act 2022 changed

Tax year 2023 brought the biggest reshuffle of salary slabs in years. The twelve slabs of 2021-22 became seven.

  • The tax-free limit stayed at Rs 600,000 a year.
  • The first taxable slab, Rs 600,000 to 1.2 million, fell from 5% to 2.5%.
  • The next slab was widened to Rs 1.2 million to 2.4 million at Rs 15,000 plus 12.5%.
  • Rs 2.4 million to 3.6 million paid 20%, and Rs 3.6 million to 6 million 25%.
  • Rs 6 million to 12 million paid 32.5%, and only income above Rs 12 million paid 35%.

People earning up to about Rs 240,000 a month paid less than in 2021-22, or the same at exactly Rs 150,000. Above that most paid more, because the higher rates now started at lower incomes.

2022-23 against 2021-22 and 2023-24

Monthly tax on the same salary paid for 12 months, under each year's slabs.

Rs 1,000,000Rs 195,417Rs 246,250Rs 266,250

At Rs 150,000 a month the old and new slabs give exactly the same Rs 7,500. Either side of it, up to about Rs 240,000 a month, 2022-23 was cheaper; above that it was dearer than 2021-22.

Worked example: Rs 1,000,000 a month

  1. Annual salary: Rs 1,000,000 x 12 = Rs 12,000,000.
  2. 2022-23 slab: Rs 6,000,001 to Rs 12,000,000, which is Rs 1,005,000 plus 32.5% of the amount over Rs 6,000,000.
  3. 32.5% of Rs 6,000,000 is Rs 1,950,000. Tax for the year: Rs 2,955,000.
  4. Per month: Rs 2,955,000 / 12 = Rs 246,250.

The effective rate is 24.6%. In 2021-22 the same salary paid Rs 2,345,000 for the year (Rs 195,417 a month), so the change cost this earner about Rs 51,000 a month.

A smaller salary: Rs 100,000 a month

Rs 1,200,000 a year: 2.5% of the Rs 600,000 above the limit is Rs 15,000 for the year, or Rs 1,250 a month. In 2021-22 it was 5%, Rs 30,000.

Using the 2022-23 figures today

  • Late return for tax year 2023. Take the taxable salary and tax deducted from your employer's certificate and enter the yearly salary above.
  • Arrears. Pay revisions announced later but relating to 2022-23 are normally taxed at that year's slabs. Compare the year's tax with and without them.
  • Job change mid-year. Two employers each deduct on their own pay, so the combined salary can land in a higher slab.

For the slabs of every year from 2024-25 to today, see income tax slabs.

The next year's slabs are on the 2023-24 calculator; the year before is on the 2021-22 calculator.

These figures follow the published slabs for salaried individuals (salary more than 75% of taxable income). They do not account for exempt allowances, tax credits or adjustments your employer may have applied. Your annual tax certificate and filed return are the record that counts. qaaf is not connected with FBR.

2022-23 tax questions

Is 2022-23 the same as tax year 2023?

Yes. The 2022-23 financial year ran from 1 July 2022 to 30 June 2023, and Pakistan names the tax year after the June in which it ends. So salary for that period goes in the return for tax year 2023.

How much tax on a Rs 200,000 salary in 2022-23?

Rs 13,750 a month. Rs 2,400,000 a year is the top of the 12.5% slab: Rs 15,000 plus 12.5% of Rs 1,200,000, which is Rs 165,000 for the year. In 2021-22 the same salary paid Rs 180,000, or Rs 15,000 a month.

How many tax slabs were there in 2022-23?

Seven, counting the tax-free slab up to Rs 600,000. The Finance Act 2022 replaced the twelve slabs used in 2021-22, so the top rate of 35% applied only above Rs 12 million a year.

What was the lowest tax rate on salary in 2022-23?

2.5% on salary between Rs 600,000 and Rs 1.2 million a year. That was half the 5% of the previous year, so someone on Rs 100,000 a month paid Rs 1,250 a month instead of Rs 2,500.
