What changed in 2023-24

The Finance Act 2023 kept the Rs 600,000 tax-free limit and the first two taxable slabs of 2022-23, and raised the rates on higher pay.

  • Rs 600,000 to 1.2 million: 2.5%, the same as 2022-23.
  • Rs 1.2 million to 2.4 million: Rs 15,000 plus 12.5%, also unchanged.
  • Rs 2.4 million to 3.6 million: 22.5%, up from 20%.
  • Rs 3.6 million to 6 million: 27.5%, up from 25%.
  • Above Rs 6 million: 35%. In 2022-23 the 35% rate started only above Rs 12 million, with 32.5% in between.

There was no surcharge on salary in tax year 2024. The 10% surcharge on income above Rs 10 million arrived a year later with the Finance Act 2024.

2023-24 against the years either side

Monthly tax on the same salary paid for 12 months, under each year's slabs.

Rs 1,000,000Rs 246,250Rs 266,250Rs 317,625

Up to Rs 200,000 a month, 2023-24 and 2022-23 give the same tax. Above that the 2023-24 rates bite: at Rs 400,000 a month tax rose from Rs 58,750 to Rs 63,750. The jump to 2024-25 was much larger for everyone earning over Rs 50,000 a month.

Worked example: Rs 250,000 a month

  1. Annual salary: Rs 250,000 x 12 = Rs 3,000,000.
  2. 2023-24 slab: Rs 2,400,001 to Rs 3,600,000, which is Rs 165,000 plus 22.5% of the amount over Rs 2,400,000.
  3. 22.5% of Rs 600,000 is Rs 135,000. Tax for the year: Rs 300,000.
  4. Per month: Rs 300,000 / 12 = Rs 25,000.

The effective rate is 10%. The same salary paid Rs 285,000 (Rs 23,750 a month) in 2022-23 and Rs 380,000 (about Rs 31,667 a month) in 2024-25.

A smaller salary: Rs 100,000 a month

Rs 1,200,000 a year sits at the top of the 2.5% slab: 2.5% of Rs 600,000 is Rs 15,000 for the year, or Rs 1,250 a month.

When you need the 2023-24 figures

  • Late or revised return for tax year 2024. The salary figure and the tax deducted come from your employer's annual certificate. Select "Yearly salary" above to compare.
  • Two jobs in the year. Each employer deducted only on its own pay, so the combined salary may fall in a higher slab and leave a balance.
  • Arrears paid later. Arrears that relate to 2023-24 are normally taxed at that year's rates, not the year they are paid. Work out the tax on the year's salary with and without the arrears to see the difference.
  • Bonus. A bonus is added to the year's salary and taxed through the same slabs. Use the bonus box.

These figures follow the published slabs for salaried individuals (salary more than 75% of taxable income). They do not account for exempt allowances, tax credits or adjustments your employer may have applied. Your annual tax certificate and filed return are the record that counts. qaaf is not connected with FBR.

2023-24 tax questions

Is 2023-24 the same as tax year 2024?

Yes. A Pakistani tax year is named after the June in which it ends. The 2023-24 financial year ran from 1 July 2023 to 30 June 2024, so it is tax year 2024. That is the year to pick on the FBR return for salary earned in that period.

How much tax on a Rs 150,000 salary in 2023-24?

Rs 7,500 a month. Rs 1,800,000 a year falls in the Rs 1.2 million to 2.4 million slab: Rs 15,000 plus 12.5% of Rs 600,000, which is Rs 90,000 for the year. In 2024-25 the same salary paid Rs 10,000 a month.

Was there a surcharge on salary in 2023-24?

No. The surcharge on salaried income above Rs 10 million was added by the Finance Act 2024, so it first applied in tax year 2025 at 10%. In 2023-24 the slab tax was the whole income tax on salary.

What was the tax-free salary limit in 2023-24?

Rs 600,000 a year, or Rs 50,000 a month. Salary up to that amount paid no income tax. Above it, the first Rs 600,000 of extra salary was taxed at 2.5%.

How do I check if too much tax was deducted in 2023-24?

Take the taxable salary and the tax deducted from your employer's certificate for tax year 2024. Enter the salary as a yearly figure above. If the certificate shows more tax than the result, the difference is normally claimed through the tax year 2024 return. Check time limits with FBR or a tax practitioner.
