Section 231B(2) tax falls by 10% for each year since first registration, so it is nil after ten years. A non-filer pays 3 times the filer amount. Capital value tax depends on the value of the vehicle, so it is left out of the last column.

Worked example: a 1300cc car

A 1300cc car first registered two years ago, value Rs 4,500,000, bought by a filer in Islamabad:

Item How Amount
Transfer fee 1001 to 1800cc Rs 5,500
Advance tax, section 231B(2) Rs 7,500 less 20% for two years Rs 6,000
Capital value tax Not charged at 1300cc Rs 0
Registration smart card Fixed Rs 2,400
Total Rs 13,900

If the buyer is not on the Active Taxpayer List, the advance tax is Rs 18,000 and the total Rs 25,900. A filer can adjust the advance tax against their income tax for the year.

An 1800cc car, with capital value tax

The same age, value Rs 9,000,000:

Item How Amount
Transfer fee 1001 to 1800cc Rs 5,500
Advance tax, section 231B(2) Rs 18,750 less 20% Rs 15,000
Capital value tax 1% of Rs 9,000,000 less 20% Rs 72,000
Registration smart card Fixed Rs 2,400
Total Rs 94,900

Capital value tax is the largest item on bigger cars. It stops once a car is more than five years old. Islamabad Excise counts the years by financial year (July to June), so its figure for the same car can be one year's 10% lower.

Motorcycle transfer in Islamabad

Islamabad Excise's fee schedule lists motorcycle transfers as exempt, whatever the engine size. Motorcycle transfers were made free in April 2026, when riders needed bikes in their own names for the petrol subsidy, and the schedule still shows them as exempt. The buyer pays only for the new smart card, so a 70cc or 125cc bike costs Rs 2,400 to transfer.

There is no section 231B tax on a motorcycle up to 200cc, and Islamabad's schedule has no charge for moving the lifetime token to the new owner. If the counter asks for a transfer fee, check the challan before you pay.

A bike registered in Punjab is charged differently: see the bike transfer fee in punjab. Buying a new bike instead? The 125cc bike registration fee in islamabad page shows that bill.

How to transfer a vehicle in Islamabad

Islamabad Excise asks for the transfer within 60 days of the sale. Part of the process is online, but the vehicle and the seller still have to be checked in person.

  1. Get a vehicle inspection ID on the Islamabad Excise web portal.
  2. Have the vehicle inspected at the place the Excise department sets.
  3. The seller gives biometric verification for the transfer. A bank or company that sells a vehicle gives a transfer letter on its letterhead instead; a foreign seller must appear in person.
  4. Make the transfer application on the web portal or at the Excise office in Sector H-9.
  5. Pay the fee challan. Excise updates the record and issues a new registration smart card, usually within 10 days.

Documents: the original registration book, certificate or smart card; CNIC copies of buyer and seller; the transfer letter signed by both; the seller's affidavit; an NOC from the bank or leasing company if the vehicle is financed; and a token tax clearance certificate for an old paper registration book.

Token tax must be paid up to date before the transfer. Islamabad Excise takes the 2026-27 token through the PAK App or at its H-9 office; the token tax calculator islamabad works out the amount.

Islamabad and Punjab compared

Both collect the same federal 231B(2) advance tax, and both charge capital value tax above 1300cc. The fees around it differ:

Islamabad Punjab
Transfer fee, 1001 to 1800cc Rs 5,500 Rs 9,075
Transfer fee, motorcycle Exempt Rs 910
Smart card Rs 2,400 Rs 1,300
Lifetime token on small cars and bikes Not charged again Charged again, less 10% a year
1300cc car, two years old, filer Rs 13,900 Rs 16,375

Islamabad also needs an inspection ID and the seller's biometric verification before it accepts the application. For a car registered in Punjab or Sindh, use the vehicle transfer fee calculator.

New car registration in Islamabad

Choose "New registration" above for a car that has never been registered. Islamabad charges a registration fee of 1% of the value up to 1000cc, 2% for 1001 to 2000cc and 4% above. Electric vehicles are exempt. A new 1300cc car with a Rs 4,500,000 invoice, filer:

Item Amount
Registration fee, 2% of value Rs 90,000
Advance tax, section 231B(1), 1.5% Rs 67,500
Token tax, first year, 0.25% Rs 11,250
Income tax, section 234 Rs 2,500
Registration smart card Rs 2,400
Total Rs 173,650

Islamabad Excise charges the token and section 234 tax only for the months left in the financial year, so a car registered after July pays less than these full-year amounts. The manufacturer or dealer usually collects the advance tax, and capital value tax above 1300cc, at the time of sale and shows them on the invoice; the excise office collects them only if they were not paid. Either way they are part of the cost.

Register within 60 days of the purchase date. From day 61 Islamabad charges a late registration fine of Rs 60,000 for a car up to 1000cc and Rs 120,000 for 1001 to 2000cc, rising to Rs 182,500 and Rs 365,000 after 180 days.

Not included: number plates (Rs 1,000 for a car and Rs 800 for a motorcycle in Islamabad Excise's own fee estimate), any unpaid token tax and section 234 tax, the hire purchase fee for a vehicle registered jointly with a bank, and the fee for a choice number. Your excise challan is final.
