Islamabad treats LTV as a professional licence: Rs 10,000 plus medical, an LTV road test and the card, Rs 12,500 in all. In Sindh an LTV permanent licence for 5 years costs Rs 1,675 with lamination, NADRA and medical. Khyber Pakhtunkhwa and Balochistan fees are not covered; ask your district licensing branch.

Who needs an LTV licence

The Provincial Motor Vehicles Ordinance 1965 defines a light transport vehicle as a goods vehicle that is not a heavy transport vehicle, or a vehicle carrying passengers for hire that is bigger than a motor cab. A motor cab carries up to ten passengers besides the driver. So a loader pickup, a goods van or a hired van carrying more passengers than that needs LTV, as long as it stays under the heavy limit.

The heavy limit is a registered laden weight above 14,500 pounds (about 6,580 kg) or an axle weight above 10,600 pounds. Above that the vehicle is an HTV and needs the htv license fee route instead. Your registration book shows the laden weight.

Passing the LTV test also counts as passing the test for a car, a motor cab and a delivery van, so most LTV drivers do not need a separate car category.

LTV licence fee in Punjab for 1 to 5 years

From the DLIMS table: Rs 1,850 for each year, the test fee once on a new licence and courier once per card.

ValidityNew licenceRenewal on time
1 yearRs 2,480Rs 2,330
2 yearsRs 4,330Rs 4,180
3 yearsRs 6,180Rs 6,030
4 yearsRs 8,030Rs 7,880
5 yearsRs 9,880Rs 9,730

Motorcycle and LTV on one card costs the same yearly fee with a Rs 200 test fee, so Rs 9,930 for 5 years. An LTV licence with a PSV endorsement for public service vehicles also costs Rs 1,850 a year at renewal.

Age, medical and the learner stage

You must be 21 for an LTV licence, against 18 for a car. Because LTV is a commercial category, the licensing centre asks for a medical certificate from an authorised medical practitioner; its cost is not part of the DLIMS fee. Drivers aged 50 or over also need a medical fitness certificate.

Worked example, Faisalabad van driver starting from scratch, 5 years:

Step Amount
Learner permit, LTV Rs 500
Test fee Rs 150
Rs 1,850 x 5 years Rs 9,250
Courier Rs 480
Total Rs 10,380

A 3-year licence instead would cost Rs 6,680 with the learner permit.

LTV licence fee in Islamabad and Sindh

Islamabad Sindh, 5 years
Learner Rs 1,000 Rs 265 with medical and NADRA
Licence Rs 10,000 Rs 1,260
Road test or fixed charges Rs 300 road test, Rs 200 medical Rs 415 lamination, NADRA, medical
Card Rs 2,000 included above
Licence total Rs 12,500 Rs 1,675

Sindh also issues the LTV licence for 3 years at Rs 960, and adds Rs 500 for a PSV endorsement. Islamabad charges the same flat fee whatever the validity, which makes it far dearer than Punjab for LTV.

Punjab fees are from the Punjab Police DLIMS table; Islamabad fees from the Chief Commissioner's notification of May 2024; Sindh fees from the Sindh Police Driving License Branch. Check the PSID or challan amount before paying.
