An HTV licence in Punjab costs Rs 1,850 a year plus Rs 480 courier, so Rs 9,730 for 5 years or Rs 2,330 for 1 year. In Islamabad it is a professional licence of Rs 10,000, Rs 12,700 with the medical, HTV road test and card. In Sindh HTV is added to your existing licence as an endorsement of Rs 460.
You cannot start with HTV. You must be at least 22 and have held a car or LTV licence for 3 years. Khyber Pakhtunkhwa and Balochistan fees are not covered; ask your district licensing branch.
HTV licence requirements
- Age: at least 22, under section 4 of the Provincial Motor Vehicles Ordinance 1965.
- Experience: an effective licence for 3 years immediately before you apply, for a vehicle other than a motorcycle, so a car or LTV licence (section 7(8) of the Ordinance).
- Medical: a medical certificate from an authorised medical practitioner for the commercial category, and a fitness certificate at 50 or over.
- Test: an HTV learner permit, then a driving test in a heavy vehicle. Passing it counts as passing the test for every vehicle except a motorcycle and a road roller.
A vehicle is an HTV when its registered laden weight is above 14,500 pounds (about 6,580 kg) or its registered axle weight above 10,600 pounds. Trucks, buses and coaches over that weight need it; lighter commercial vehicles need the ltv license fee route.
HTV licence fee in Punjab for 1 to 5 years
DLIMS lists HTV in its renewal table at Rs 1,850 a year. Its fresh licence table has no HTV row, because HTV is added after years on a lower licence.

|---|---|
| 1 year | Rs 2,330 |
| 2 years | Rs 4,180 |
| 3 years | Rs 6,030 |

HTV with a PSV endorsement, for buses and coaches carrying passengers, has the same yearly fee of Rs 1,850. A duplicate HTV card is Rs 200 plus courier. Confirm any HTV test fee at the licensing centre, as the DLIMS table does not list one.
