Renewing for one year at a time costs the courier charge every time, so five yearly renewals cost four extra courier charges compared with one 5-year renewal.
Motorcycle only, or motorcycle with a car?
Punjab's DLIMS table has three licences that include a motorcycle. When two categories share one card, only the higher yearly fee is charged:

If you expect to drive a car soon, the combined licence avoids a second test fee, a second courier charge and a second visit later. A motorcycle rickshaw is a separate category with its own test, and its minimum age is 21, not 18.

ITP charges flat fees, whatever the validity: Rs 3,000 for the licence, Rs 200 medical, Rs 200 road test and Rs 2,000 for the digital card, Rs 5,400 in all. The learner permit is Rs 1,000 more.
Karachi and the rest of Sindh

Can I ride a motorcycle on a car licence?
