Reports cite Rs 22,000 in Sindh. On 19 September 2024 the Sindh High Court restrained NADRA from charging it there (Dawn), and NADRA told the court it would keep only Rs 2,000 (or Rs 1,000 for smaller estates) if a certificate is not issued (The News, 27 September 2024).

NADRA charges Rs 20,000 for a fresh succession certificate when the movable estate is worth Rs 100,000 or more, and Rs 10,000 when it is worth less. A duplicate certificate or an amended application costs Rs 5,000.

Worked examples

Father's bank account of Rs 4,800,000 and a car. The estate is well above Rs 100,000, so the fee is Rs 20,000. That is about 0.4% of the bank balance alone.

A small pension arrear of Rs 85,000. Below Rs 100,000, so the fee is Rs 10,000. On a small estate the fee is a large share, about 12% here, so check whether the pension office will release the amount on a simpler legal heirs document first.

A spelling mistake on an issued certificate. An amended application costs Rs 5,000. If the mistake was made at the NADRA office, ask the unit whether it will correct it without the fee before you pay.

How the NADRA route works

NADRA's succession facilitation units issue certificates under the Letters of Administration and Succession Certificates Act 2020 and the matching provincial laws, in place of a civil court for undisputed cases. All legal heirs appear for biometric verification, and NADRA checks the family tree from its records. An FRC is often the easiest way to show the heirs.

Questions people ask

What is the NADRA succession certificate fee?

Rs 20,000 for a fresh application when the estate is Rs 100,000 or more, and Rs 10,000 when it is less. A duplicate certificate or amended application is Rs 5,000.

Does the fee depend on the number of heirs?

No. The fee is set by the value of the estate being claimed, not by how many heirs there are. Each heir still has to appear for biometric verification.

What if NADRA refuses the application?

The copies of NADRA's table we checked do not say how much is refunded. In Sindh, after the 2024 High Court case, NADRA undertook to keep only Rs 2,000, or Rs 1,000 for smaller estates, if a certificate is not issued. Ask your NADRA unit which rule it applies now.

Is a NADRA succession certificate cheaper than going to court?

The NADRA fee is fixed, while a court succession certificate needs court fee stamps that rise with the estate value, plus lawyer's fees. For a large bank balance NADRA is usually cheaper and quicker, but disputed cases must go to court.
